President Peña Nieto revokes tender train Mexico-Queretaro

The Mexican Minister of Communication and Transportation, Gerardo Ruiz Esparza, said that the new tender process for the high-speed train between Mexico City and Querétaro will begin again by the end of November, with the same rules and a period of six months to bid on the project.

Ruiz Esparza said that because it all centers around a highly specialized train, there is reason enough to ask for more time. “The six months will go really fast and as soon as they do we will see the offers, in this case with all the transparency and all the participants… the more they are, the better, so when we have a ruling we can start the project as soon as possible,” he added.

The minister pointed out that the project is expected to take three years and a half and that there is barely enough time to finish it and check it during the current presidential term.

In an interview with radio company Radio Formula, he said that even the China Railway Construction Corporation, the sole participant and winner of the previous bid - which was blocked by President Enrique Peña Nieto -, can participate in the new tender, because they did not only covered all requirements, but also sent experts to work in Mexico and prepare their offer.

He added that the cancelation of the adjudication of the project for China Railway probably “wasn’t the best for Mexico, and not the best in a certain moment to get this project going on, but I truly believe it was the best in order to dispel any possible doubts.”
